Israel is described to us in the scriptures in the masculine as a nation and also in the feminine, here are two passages that are describing the same event by the prophet Hosea and the Apostle John

Revelation 12:14 And to the woman were given two wings of a great eagle, that she might fly into the wilderness, into her place, where she is nourished for a time, and times, and half a time, from the face of the serpent.

Now that some of ha Yahudim have returned to their homes/tents, those of Judah that have not returned as of yet are considered dispersed - the YAH loving Torah believing remnant...The outcasts/exiles of Israel shall be gathered with them from the whole earth in the Greater Exodus that will make the exodus out of egypt pale by comparison...Jeremiah 16:14

And He shall set up an ensign for the nations, and shall assemble the outcasts of Israel, and gather together the dispersed of Judah from the four corners of the earth.
